Bonding capacity matters: most construction solicitations require bid and performance bonds, so line up surety credit early.

What size counts as a small construction business?expand_more

For NAICS 236220 the SBA size standard is based on average annual receipts — check the current cap in the SBA's size standards table (it's in the tens of millions). If your revenue is under it, you self-certify as small in SAM.gov and can bid small-business set-asides.

Do I need a special certification?expand_more

Not for plain small-business set-asides — meeting the size standard is enough. But construction is one of the biggest categories for 8(a) and SDVOSB set-asides and sole-source awards, so if you qualify for those programs, certifying meaningfully expands what you can win.
