The Defense Logistics Agency needs a small business to manufacture Army Combat Boots for temperate weather.

  • What exactly do they need? The Defense Logistics Agency needs a small business to manufacture Army Combat Boots for temperate weather. The contract will consist of a three-year base term divided into three one-year tier periods. The minimum quantity will be 4,968 pairs for the life of the resultant contract. The government may fulfill the minimum quantity by issuing a single delivery order or any number of delivery orders.
  • What's the contract structure and timeline? The contract will be a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract type. The production lead time is 150 days. Inspection/Acceptance at Origin. Delivery destination will be at Pendergrass Distribution Center, Pendergrass, GA 30567.
  • How will they pick the winner? The solicitation will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: (1) Product Demonstration Models (PDM), and (2) Past Performance Confidence Assessment.
  • When and how do you bid? The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/. Proposals submitted in response to the solicitation must be submitted through DIBBS electronic upload.

  • All items used in the fabrication of the end item must be 100% U.S. made out of 100% U.S. materials and are to be furnished by the Contractor.
