  • What exactly do they need?

The U.S. Army needs a small business to provide life-cycle contractor support for its Artillery and Chemical Training devices worldwide. This includes providing maintenance and logistics support, organizing, coordinating, and controlling program activities. The contractor shall also provide overall on-site management and the capability to coordinate with multiple remote locations in order to ensure compliance with the contract requirements and timely delivery of required products and services to the customer.

  • What's the contract structure and timeline?

The anticipated period of performance is a base period of twelve (12) months, beginning in the first quarter of 2027, with four (4) one-year option periods. The Government is not planning to release the total aggregate dollar value of historical cases at this time as further analysis is being conducted to determine an accurate potential ceiling value for this effort.

  • How will they pick the winner?

The Government will evaluate proposals based on the contractor's qualifications, capabilities, and experience in providing training services within the defense industry. The evaluation will also consider the contractor's ability to grow and quickly hire qualified personnel, as well as their personnel's location at OCONUS locations.

  • When and how do you bid?

Companies who want to participate in this market survey are encouraged to submit a white paper which supports the claim that it presently has the qualifications and capabilities to satisfy one or more of the performance and technical objectives described in paragraph 3 of this notice. Contractor responses are limited to ten (10) written pages (MS Word format) and should include the following: company profile, capabilities, contractor perspective, and submission instructions.

  • Has experience in training services within the defense industry
  • Has a deep understanding of training services within the defense industry
  • Has a stable, experienced, and knowledgeable workforce familiar with the supported and additional TADSS
  • Has the ability to grow and quickly hire qualified personnel
  • Has personnel located at OCONUS locations

Don't bother if…

  • You must possess a SECRET security clearance
  • You must have a Commercial off the Shelf (COTS) Management Information System (MIS) operational and accessible 24/7
  • You must be able to provide a stable, experienced, and knowledgeable workforce familiar with the supported and additional TADSS
  • You must be able to provide facilities management and required equipment and expertise to provide basic sustainment functions

Heads up — easy to miss

  • There's a mandatory site visit on February 14 — if you miss it, you can't bid.
  • Travel costs aren't reimbursed separately — bake them into your price.
  • Proposals are capped at 25 pages including résumés.
  • All on-site staff need an active security clearance.
