The Army needs a freestanding billboard framework designed to support aluminum panels, with a display area of 32 feet by 12 feet, and a concrete pad with a one-foot offset extending outward from all outer edges of the billboard's footprint. The framework must be engineered to withstand regional wind loads and meet the following specifications: display area dimensions, ground clearance, concrete pad geometry, concrete pad finish, concrete compressive strength, concrete durability & mix, steel reinforcement, and subgrade preparation.
- What's the contract structure and timeline? This is a firm fixed-price procurement with a delivery period of 90 days after notice of award. The contract will be awarded to the responsible offeror whose quotation represents the best value after evaluation in accordance with the factors and subfactors in the RFQ.
- How will they pick the winner? The award will be made on a Best Value approach, evaluating proposals based on price, technical acceptance, and delivery.
