What exactly do they need? The Army wants a Multiple-Award Blanket Purchase Agreement (BPA) for commercial range services, including access to existing commercial facilities, subject matter expertise, and realistic training environments. This is NOT a construction requirement. The services required include, but are not limited to, providing access to small arms live-fire ranges, multi-story shoot houses, subterranean training complexes, and areas suitable for UAS/C-UAS and Electronic Warfare (EW) training.
What's the contract structure and timeline? The Government anticipates a Period of Performance of one (1) twelve-month base year, with four (4) twelve-month option periods. The contract will be evaluated annually and may remain in place for up to five (5) years.
How will they pick the winner? The Government will consider price and socio-economic status. BPAs will be evaluated annually and may result in either continuing the BPA or early discontinuation.
