- What exactly do they need? The U.S. Coast Guard needs a contractor to provide crane services for Government-directed lifting operations at Apra Harbor. The contractor shall provide all labor, supervision, equipment, transportation, materials, rigging, and qualified personnel necessary to safely conduct crane lifting operations. The contractor shall furnish a crane of adequate capacity, certified operators, qualified riggers, and signal people to perform lifting operations as directed by the Government.
