The VA needs a Service-Disabled Veteran-Owned Small Business to provide EBSCO medical database subscription services for 4 years. The contractor shall provide subscription access to EBSCOhost databases hosted on EBSCO servers. The subscription shall allow unlimited simultaneous user access for FHCC staff, its affiliated Community Based Outpatient Clinics (CBOCs), Navy Branch Clinics, and remote users through LibLynx (VALNET).

This is a Firm Fixed Price (FFP) contract for 4 years, with 3 option years. The base period is August 1, 2026, to July 31, 2027. The contractor must meet uptime, access, response, and compatibility requirements.

The award will be made to the Lowest Price Technically Acceptable (LPTA) SDVOSB offeror. The evaluation criteria are technical acceptability, past performance, and price.
