The contractor shall provide subscription access to EBSCOhost databases hosted on EBSCO servers. The subscription shall allow unlimited simultaneous user access for FHCC staff, its affiliated Community Based Outpatient Clinics (CBOCs), Navy Branch Clinics, and remote users through LibLynx (VALNET).

This is a Firm Fixed Price (FFP) contract for a base period of 1 year, with three 1-year option periods. The contract will run from August 1, 2026, to July 31, 2030.
- How will they pick the winner?
The award will be made to the Lowest Price Technically Acceptable (LPTA) SDVOSB offeror. The evaluation criteria are:
- Technical Acceptability (Pass/Fail): Vendor must confirm ability to provide all required proprietary EBSCO databases and meet all uptime, access, response, and compatibility requirements.
- Past Performance (Pass/Fail): Recent, relevant experience providing database subscription services.
- Price: Lowest total evaluated price among technically acceptable SDVOSBs.
