Key Details

The Navy wants to establish Blanket Purchase Agreements (BPAs) with companies that provide standard commercial supplies and services in the following areas:

• Lectures for training
• Personnel testing
• Scientific/management
• Tuition/reg/mem fees
• Vocational/technical
• Training/curriculum development
• Education services
• Information training
• Education/training-security
• Other ed & training services

The BPAs will be awarded on the basis of positive Past Performance. Interested vendors should provide a minimum of three Past Performance References.

The government reserves the right to use additional references if available. An active account in the Procurement Integrated Enterprise Environment (PIEE) and System for Award Management (SAM) is required.

What exactly do they need? The Navy needs a small business to provide educational support services, including lectures for training, personnel testing, and other services.

What's the contract structure and timeline? The Navy intends to issue Master BPAs on a 6-month rotation through June 2029. Interested vendors should provide documentation and references by email to the point of contact no later than 30 April for a June award, and no later than 31 October for a December award.

How will they pick the winner? The Navy will evaluate vendors based on their Past Performance, including Customer Satisfaction, Timeliness, Technical Success, Program Management, and Quality.
