The Navy needs a small business to provide environmental consulting services for its bases in Hawaii, Guam, and the Northern Mariana Islands. This includes services like avian surveys, mist netting, bat surveys, insect surveys, herpetological surveys, snail surveys, telemetry, live capture trapping, botanical surveys, plant collection and translocation, biomonitoring, vegetation surveys, vegetation restoration, plant structure stabilization, wetland delineation surveys, wetland restoration planning, wetland restoration implementation, streams, lakes, and pond assessment, ecological reserve areas, integrated natural resources management plans, NEPA and environmental planning and supporting studies, invasive species management, biosecurity, invasive species fencing, educational outreach, fire management plan, aerial mapping and GIS mapping, diving and marine resource surveys, and miscellaneous natural resource services.

What's the contract structure and timeline?

The contract will be a firm-fixed-price, multiple award contract with a maximum value of $70 million and a term of 90 months. Task orders will typically range between $3,500 and $10,000,000.

How will they pick the winner?

The Government will evaluate proposals based on experience, sample project, safety, small business utilization and participation, and past performance. The technical factors and past performance factor combined are significantly more important than price.

When and how do you bid?

The solicitation will be available on or about July 17, 2026, for viewing and downloading at the Contract Opportunities website at https://sam.gov/. Hard copies of the solicitation will not be issued.

Who can apply

  • Small businesses with experience in environmental consulting services
  • Firms with a cybersecurity certification called CMMC Level 2
  • Companies that have done similar work for the Department of Energy before

Don't bother if…

  • You must be a certified small business to apply
  • Your shop must be ISO 9001 certified (a quality-management standard)

Heads up — easy to miss

  • There's a mandatory site visit on February 14 — if you miss it, you can't bid
  • Travel costs aren't reimbursed separately — bake them into your price
