What exactly do they need?
The Navy needs a small business to provide environmental remediation services for contaminated sites in Hawaii, Guam, and other areas. The services will include performing removal actions, remedial actions, expedited and emergency response actions at sites, pilot and treatability studies, facility operation, maintenance and instruction, and other related activities associated with returning sites to safe and acceptable levels.
What's the contract structure and timeline?
The contract will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract with a base period and four one-year option periods. The minimum guarantee is $5,000 for the base period only, and the total maximum value of the contract is $245 million.
How will they pick the winner?
The contract award will be made to the offeror proposing the best value to the Government, considering cost/price and other factors. The non-cost evaluation factors are Corporate and Key Personnel Experience, Safety, and Past Performance.
When and how do you bid?
The RFP will be issued approximately on 23 June 2026, and proposals are due on 22 June 2026. The RFP will be available in electronic format only, and can be downloaded from the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://cac.piee.eb.mil/sol/xhtml/auth/index.xhtml.
