- What exactly do they need? The Navy needs a small business to provide standard commercial supplies and services for fire fighting equipment, including documentation addressing capabilities and expertise, and a price list if applicable.
- What's the contract structure and timeline? The Navy will establish Blanket Purchase Agreements (BPAs) with companies that provide fire fighting equipment and services at competitive prices. The BPAs will be awarded on the basis of positive Past Performance.
- How will they pick the winner? The government will evaluate past performance based on customer satisfaction, timeliness, technical success, program management, and quality.
- When and how do you bid? Interested vendors should provide a minimum of three Past Performance References and an active account in the Procurement Integrated Enterprise Environment (PIEE) or credit card as a method of payment. BPA calls will not exceed the Simplified Acquisition Threshold.

Heads up — easy to miss
- The government reserves the right to use additional references if available.
- Vendors who are found to have technical and past performance merit will be issued a Master BPA to be able to bid on future requirements.
- The Government intends to issue Master BPAs on 6 month rotation through February 2029.
