The Navy needs a HUBZone certified small business to perform general construction projects in Northern California, Central California, and Nevada. These projects include airport buildings, office/administrative buildings, communications facilities, vehicle maintenance facilities, armories, parking garages, barracks facilities, prison facilities, fire stations, religious buildings, hotels, dining facilities, hospital/medical facilities, warehouse facilities, school facilities, and/or retail facilities.

  • What's the contract structure and timeline?

This is an IDIQ contract with a basic contract period of two years and three one-year option periods. The estimated maximum dollar value for all contracts combined is $249,000,000.

  • How will they pick the winner?

The Navy will evaluate proposals based on technical approach, experience, past performance, and safety. In Phase Two, they will also evaluate the technical solution and price.

  • When and how do you bid?

The solicitation will be available in electronic format only on the System for Award Management (SAM) website on or after July 14, 2026. You must register yourself on the website to access the solicitation.

  • Must be HUBZone certified (a small-business program for firms in historically underutilized business zones)
