The project includes renovating approximately 2,384 square feet of space to suit the needs of the Veteran's Benefits Agency. The contractor must be proficient in construction services, including electrical, mechanical, and ACM work. The contractor must also have adequate labor, equipment, materials, and experience to perform the requirements imposed by this construction project.
  • What's the contract structure and timeline? The contract will be a Firm-Fixed-Price contract for construction services with a performance period of 180 calendar days after Notice to Proceed has been issued. The contractor must complete all remaining contract work and have it accepted by the GSA no later than 270 calendar days after the issuance of the Notice to Proceed.
  • How will they pick the winner? The government will evaluate technical responses using three evaluation factors: vendor's experience, past performance, and staffing plan. The vendor's prior experience, past performance, and staffing plan are equal in importance. The technical evaluation factors are significantly more important than price.
  • When and how do you bid? Proposals are due on July 1st, 2026 by 5:00 pm EST. All proposals should be sent electronically via email to kyle.cole@gsa.gov. The site visit will be held on April 16th, 2026 from 9-11 am EST at the James M. Hanley Federal Building, Syracuse, New York 5th floor elevator lobby. Interested firms must be registered in the System for Award Management (SAM) to receive a contract award.
