The Navy needs a small business to provide HVAC maintenance and repair services at Naval Submarine Base New London in Groton, Connecticut.

  • What exactly do they need? The Navy needs a small business to provide HVAC maintenance and repair services at Naval Submarine Base New London in Groton, Connecticut. The contractor shall provide all maintenance, repair, alteration, demolition, and minor work to perform service orders, preventative maintenance, and inspections on boilers, unfired pressure vessels, condensers, HVAC systems, and compressed air systems.
  • What's the contract structure and timeline? The contract will be a Facility Support, Firm Fixed Price (FFP)/Indefinite Delivery/Indefinite Quantity (IDIQ), Performance-Based contract with recurring and non-recurring services. The contract will include a 60-day Phase-In period and will be for a base period with four (4) twelve-month option periods, cumulatively, not exceeding 60 months.
  • How will they pick the winner? The offeror's proposal will be evaluated using the Tradeoff analysis in accordance with FAR Part 15 � Source Selection Process. The evaluation factors will include price and the following non-price factors: Factor 1 � Technical/Management Approach, Factor 2 � Corporate Experience, Factor 3 � Safety, and Factor 4 � Past Performance.
  • When and how do you bid? The solicitation and resulting contract award will be made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be advantageous to the Government price and other evaluation factors considered. The RFP will be made available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the SAM.gov website around 24 June 2026.
