- What exactly do they need? The Army needs a small business to replace and modernize the HVAC system at the SSG Isadore S. Jachman USARC in Owings Mills, MD. The work includes removing the old system and installing a new one, as well as modernizing the building controls.
- What's the contract structure and timeline? This is a Firm Fixed Price (FFP) contract with a period of performance of 270 days after Notice To Proceed. The contract will be awarded to the responsible quoter whose quote is technically acceptable and whose total evaluated price is the lowest price determined fair and reasonable.
- How will they pick the winner? The Government will evaluate quotes based on technical acceptability and price reasonableness. The lowest price technically acceptable quote will be awarded the contract.
- When and how do you bid? Quoters must submit their quotes by July 23, 2026, at 2:00 PM EDT. Quoters must submit their quotes electronically through the System for Award Management (SAM).

- Proposals are capped at 25 pages including résumés.
- All on-site staff need an active security clearance.
