What exactly do they need?

The contractor shall provide all necessary transmission facilities, equipment, materials, maintenance, and engineering required to deliver a voice interconnection service, enabling access to bi-directional and worldwide phone networks for Wright Patterson AFB Public Telephone Network Interconnect Service, utilizing IP-based voice transport solution as identified in the Performance Work Statement (PWS).

This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Revolutionary FAR Overhaul (RFO) Part 15.103-2. The contract is for a single award.

How will they pick the winner?

The Government will make an award from this request for quote to the technically acceptable, responsible offeror whose quote offers the lowest price to the Government.
