What exactly do they need?

The Marine Corps needs a small business to manufacture intense cold weather combat boots with a production lead time of 180 days for the first delivery order and 150 days for subsequent delivery orders. The contract will be a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract type with a three-year base term and three 12-month price tier periods. The minimum quantity is 1,260 pairs, and the annual estimated quantity is 5,000 pairs per tier period.

The contract will be a three-year IDIQ contract with three 12-month price tier periods. The government will fulfill the minimum quantity by issuing a single delivery order or any number of delivery orders, with a total dollar value not exceeding the guaranteed minimum dollar value.

The contract will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: (1) Product Demonstration Models (PDM), and (2) Past Performance Confidence Assessment.
