- What exactly do they need? The Bureau of Prisons needs a small business to supply milk for its facilities. The milk must meet Certified Menu Specifications and have a legible expiration date that is at least 6 months past the delivery date. The milk must also be delivered between 34 degrees F and 40 degrees F, and all items must strictly follow the BOP Religious Diet Specifications.
- What's the contract structure and timeline? This is a combined synopsis/solicitation for a Request for Quote (RFQ). The contract will be awarded individually, and more than one item may be awarded to one offeror/contractor. The award will be made to the offeror responsible whose quote conforms to the requirements and is determined to provide the best value to the Government.
- How will they pick the winner? The evaluation factors that will be used to evaluate each offeror are price, past performance, and conformity to applicable and requested specifications. Past performance and specification conformity are significantly more important than price.
- When and how do you bid? Quotes must be submitted via email to ekarua@bop.gov by June 15, 2026, at 12:00 PM Central Time (CT).

Heads up — easy to miss
- All deliveries must be palletized unless prior arrangements were agreed to by warehouse staff.
- All non-frozen, perishable foods must be delivered between 34 degrees F and 40 degrees F.
- All canned goods must be delivered above 34 degrees F and not frozen.
- Any product that indicates prior thawing will be refused.
