What exactly do they need? The U.S. Army Corps of Engineers needs a small business to repair and upgrade the NAO HQ Emergency Operations Center in Norfolk, Virginia. This includes interior renovations, backup power, furniture, and emergency preparedness equipment storage. The work must adhere to the Secretary of Interior's Standard for the Treatment of Historic Properties.

What's the contract structure and timeline? The contract will be a firm-fixed-price contract with a construction period of performance of approximately 270 calendar days. The work will commence first with performance beginning within 10 calendar days of receipt of Notice-to-Proceed (NTP).

How will they pick the winner? The Government will evaluate bidders on both pre-award survey and conformance to the solicitation and price.

When and how do you bid? The solicitation is anticipated to be posted on Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/ on or about January 2026.
