• What exactly do they need?

The Navy needs a small business to provide natural resource technical services throughout the Pacific area of responsibility. This includes coordination meetings, avian surveys, mist netting, bat surveys, insect surveys, herpetological surveys, snail surveys, telemetry, live capture trapping, botanical surveys, plant collection and translocation, biomonitoring, vegetation surveys, vegetation restoration, plant structure stabilization, wetland delineation surveys, wetland restoration planning, wetland restoration implementation, streams, lakes, and pond assessment, ecological reserve areas, integrated natural resources management plans, NEPA and environmental planning and supporting studies, invasive species management, biosecurity, invasive species fencing, educational outreach, fire management plan, aerial mapping and GIS mapping, diving and marine resource surveys, and miscellaneous natural resource services.

• What's the contract structure and timeline?

The contract will be a firm-fixed-price, multiple award contract with an indefinite delivery indefinite quantity (IDIQ) structure. The contract will have a maximum value of $70 million and a term of 90 months, consisting of a 12-month base period and six 12-month option periods, with one 6-month extension of services period. Task orders will typically range between $3,500 and $10,000,000.

• How will they pick the winner?

The Government will evaluate proposals based on experience, sample project, safety, small business utilization and participation, and past performance. The technical factors and past performance factor will be significantly more important than price.
