The Navy needs a small business to develop an online college and career planning tool.

Key Details

The Navy wants a web-based tool to help students plan their college and career paths. The tool should include features like course recommendations, career assessments, and college search functions.

  • What's the contract structure and timeline?

The contract will be a firm-fixed-price IDIQ with a base year and four option years. The Navy expects the tool to be delivered within 12 months.

  • How will they pick the winner?

The Navy will evaluate proposals based on the tool's functionality, user experience, and cost. The evaluation will be a best-value tradeoff.

  • When and how do you bid?

Proposals are due on July 15, 2026, and must be submitted through SAM.gov.

Who can apply

  • Any certified small business may apply.

If you're interested, do this first

  • Check that your small business certification is still active in SAM.gov.
  • Review the Performance Work Statement and Attachment 2 (CMMC Attestation) to understand the Navy's requirements.
  • Develop a proposal that meets the Navy's needs and includes a detailed project plan and budget.
