The Defense Logistics Agency needs a Service-Disabled Veteran-Owned Small Business to manufacture parachute suspension line rubber bands.

The Defense Logistics Agency needs a Service-Disabled Veteran-Owned Small Business to manufacture parachute suspension line rubber bands. The contract will be an indefinite quantity contract (IQC) for a base period of 5 years with zero options. The estimated annual quantity is 57,678 boxes, with a minimum delivery order quantity of 10,568 boxes and a maximum delivery order quantity of 57,678 boxes. Government first article testing and product lot testing are required.

What's the contract structure and timeline?

The contract will be issued as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The contract will be awarded based on a combination of price, past performance, delivery, and other evaluation factors. The delivery date will be 750 days, including 180 days to submit the first article samples, 150 days for evaluation and notification, 180 days to submit the production lot test samples, 60 days for government testing and evaluation, and 180 days for the contractor to deliver production units to the government.

How will they pick the winner?

The final contract award decision will be based on a combination of price, past performance, delivery, and other evaluation factors as described in the solicitation. Price, past performance, and delivery will be equally weighted.

A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/rfp on the issue date cited in the solicitation. From the DIBBS homepage, select "Requests for Proposal (RFP) / Invitation for Bid (IFB)" from the menu under the tab "Solicitations." Then search for and choose the RFP you wish to download. Solicitations are in Portable Document Format (PDF). To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors.
