What exactly do they need?
The Navy wants to establish Blanket Purchase Agreements (BPAs) with companies that provide standard commercial supplies and services for pipes, hoses, and tubing. Interested companies must provide a cover sheet with their company name, cage code, and point of contact, as well as documentation addressing their capabilities and expertise.
What's the contract structure and timeline?
The Navy will award BPAs on the basis of positive Past Performance. The government reserves the right to use additional references if available. The BPAs will be awarded on a 6-month rotation through February 2029.
How will they pick the winner?
The Navy will evaluate past performance based on Customer Satisfaction, Timeliness, Technical Success, Program Management, and Quality.
When and how do you bid?
Interested vendors should provide documentation and references by email to Barbara.j.grinder.civ@us.navy.mil no later than 31 December for a February award, or 30 June for an August award.
Who can apply
- Any certified small business may apply.
Heads up — easy to miss
- Vendors who are found to have technical and past performance merit will be issued a Master BPA to be able to bid on future requirements.
- Price lists and catalog prices can be provided as they may help with direct award under the $10k threshold.
- The Government reserves the right to consider past performance information available from other sources, including, but not limited to, information in the Contractor Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS), and the Federal Awardee Performance and Integrity Information System (FAPIIS).
