- What exactly do they need? The Navy needs a small business to manufacture special-purpose cartridges for law enforcement and military use. These cartridges must be designed to operate at higher internal pressures and generate increased muzzle velocity and kinetic energy. The cartridges must also be compatible with modern handguns and account for slightly higher felt recoil and accelerated firearm wear during extended use.
- What's the contract structure and timeline? The contract will be a five-year, Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) supply contract. The award will be made to the responsible offeror whose proposal represents the best value to the Government, considering technical approach, past performance, and price.
- How will they pick the winner? The Government will evaluate proposals based on technical approach, past performance, and price. A representative sample of the cartridges will undergo First Article Inspection (FAI) to validate the contractor's production processes, tooling, and quality management systems.
- When and how do you bid? Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM) at https://piee.eb.mil. The deadline for proposals is July 10, 2026, at 6:00 AM EST.
