The Army needs a small business to paint the spillway gates and associated equipment at West Point.

Key Details

What exactly do they need? The contractor will provide all labor, materials, and equipment to prep, prime, and paint all metal components of the spillway gates, hoists, and associated equipment. This includes blasting and painting of each structure, minor structural girder modifications, installing/replacing rubber seals and cathodic protection anodes on each gate, and performing weld repairs in accordance with the specifications. The contractor will also remove and replace the new set of stoplogs seal assemblies prior to the gate painting effort and provide a maintenance overcoat paint on both sets of stoplogs.

What's the contract structure and timeline? This is a best-value source selection solicitation with a construction order of magnitude between $10,000,000 and $25,000,000. The notice doesn't say how long the contract will last.

How will they pick the winner? The evaluation basis is best value.

When and how do you bid? The solicitation documents will be available on the PIEE website, and proposals must be submitted electronically. The notice doesn't say when the bid deadline is.

  • The Government reserves the right to issue paper copies of the solicitation if deemed in its best interest.
  • All bid forms, bid bonds, and other standard documents required for bid submission must be in electronic format and submitted with the proposal.
  • A critical path method (network analysis system) is required.
  • The contractor must have average annual receipts of less than $45,000,000 for the past three or five years to be considered a small business.
