The U.S. Department of State needs a small business to provide new surreptitious equipment for the National Police of Ukraine and State Border Guard Services.

Key Details

What exactly do they need? The National Police of Ukraine and State Border Guard Services need surreptitious equipment to disrupt transnational drug trafficking networks. The equipment must be new, directly sourced from the manufacturer, and meet specific technical specifications.

What's the contract structure and timeline? This is a Firm-Fixed Price (FFP) contract with a single award. The contract will last for one year, and the delivery schedule is 180 days from the date of contract award.

How will they pick the winner? The Government will award the contract to the responsible Offeror whose total evaluated price is the lowest and whose proposal meets or exceeds all technical and past performance evaluation criteria.

When and how do you bid? Bids are due on June 17, 2026, at 5:00 PM EST. Interested contractors must submit their proposals via email to the addresses listed in the solicitation.

Who can apply

  • Must be a certified small business
  • Has experience with equipment testing and materials
  • Has a valid UEI Number and CAGE Code

Don't bother if…

  • Must be able to deliver within 180 days
  • Must provide a full one-year manufacturer warranty
  • Must comply with ITAR regulations

Heads up — easy to miss

  • All deliveries must meet ISPM 15 standards for wood packaging material
  • The contractor must provide a copy of the End User License Agreement for any software included
  • The contractor must be able to document their ability to provide items through manufacturer-approved distribution channels
