The U.S. Department of State needs a small business to deliver a comprehensive six-week training program for Haitian National Police recruits in urban operations and tactics.

  • What exactly do they need? The vendor will deliver a comprehensive six-week Tactical Operations in Urban Terrain training program to augment the INL P4000 Program's support to the HNP. The training will be integrated into the existing HNP recruit curriculum during weeks 9-14 of the basic training course and delivered to three consecutive recruit courses (Courses 37, 38, and 39), with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits each.
  • What's the contract structure and timeline? The period of performance will be a one-year period. The vendor will complete three consecutive recruit courses, with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits during the Period of Performance.
  • How will they pick the winner? The Government contemplates awarding a single award Firm Fixed Price contract to a responsible vendor who best satisfies the Government's requirement. The award will be based on a best value determination and the Government's best interests.
