The construction contract will be procured through Design Build Two Phase Best Value Trade Off strategy via Request for Proposal (RFP) and a firm fixed price (FFP) construction contract will be awarded. The period of performance for this project is approximately 291 calendar days from the Notice to Proceed date.

The Government will evaluate the proposals in accordance with the Source Selection Criteria, and award a firm fixed price contract to the responsible firm, whose proposal conforms to all the terms and conditions of the solicitation and is fair and reasonable and offers the best overall value to the Government.
