  • What exactly do they need? The Navy needs a small business to provide two-day instructor-led training sessions for quality assurance personnel. The training will cover Crucial Accountability and Crucial Conversations for Mastering Dialogue. The instructor must have a minimum of 5 years of experience delivering high-stakes communication or accountability training and must be able to provide itemized pricing for course delivery, materials, instructor fees, travel/lodging, and any optional services.
  • What's the contract structure and timeline? This is a firm fixed price award with a singular contract. The contract will be issued for a base period of 1 year with 2 option years. The course dates are firm, and the proposed instructor's information for credentialing, base access, etc. must be provided to the Government by July 10, 2026.
  • How will they pick the winner? The Government will evaluate proposals based on adherence to the solicitation/statement of work, technical acceptability, and price analysis. The combined non-cost/price factors are more important than the cost/price factor, but cost/price is a significant factor.
  • When and how do you bid? Quotations are due prior to 12:00PM EST, 26 June 2026. Late submissions will not be accepted. Offers should be submitted via electronic commerce to kyle.r.berg3.civ@us.navy.mil and stephanie.l.neale.civ@us.navy.mil.

Heads up — easy to miss

  • You must provide the missing information within 24 hours of notification. Failure to respond within this 24-hour window will result in the submission being deemed technically unacceptable and ineligible for award.
  • The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost.
