- What exactly do they need? The Department of Homeland Security needs up to 21 untrained canines for the Border Patrol K9 Center in El Paso, TX. The canines will be used for detection purposes. The contractor must provide canines that meet the breed conformance and availability date requirements specified in the Statement of Work.
